It offers direct placement for international and domestic adoption and provides birth parent counseling services in Illinois. The agency is approved for both outgoing and incoming Hague cases. FRC offers comprehensive educational training to prepare families for domestic and international adoption; and offers stand-alone home study and post-placement services.
